How to Read a State Budget Without Mixing Estimates

Build a source-linked worksheet for a state budget and compare like-for-like figures.

Choose one state and one period

Start with the state finance department’s official budget documents. Locate the summary, detailed demands and the explanation of receipts. A speech can highlight priorities, but the tables define what is being compared. Use the official-source directory to find the responsible publisher.

Keep the document title and publication date with your notes. A downloaded table without its heading can lose the distinction between crore and lakh, or between an initial estimate and actual spending.

Create a five-column worksheet

For each item record the heading, previous actual, current revised estimate, next budget estimate and source page. Add a separate note for changes in classification. If a programme was moved to another department, an apparent drop may need reconciliation rather than an immediate conclusion.

As an illustration, a programme with actual spending ₹82 crore, revised estimate ₹90 crore and next budget estimate ₹100 crore has three valid numbers. The new plan is about 22% above the actual and about 11% above the revised estimate. Say which comparison you use.

Identify where resources come from

Separate a state’s own tax and non-tax receipts from transfers and borrowing. The state-revenue guide explains why these categories matter. Money borrowed to finance a gap should not be described as a recurring tax receipt.

Follow the spending trail

A department’s budget can cover many districts and schemes. To investigate one school or road, look for the relevant sanction, release and implementing body’s record. Do not assume that the full department amount belongs to the one project named in a social post.

Compare subsequent accounts and relevant audit reports with the plan. An underspend can have several causes, including timing or implementation delays. The number alone does not establish the explanation.

Check your interpretation

Before sharing a chart, add its state, period, units and source. State whether the values are planned or actual. If information is missing, label it unavailable; zero would make a different claim. The Union Budget guide provides another worked example of estimate comparisons.
