Follow responsibility as well as money
A central allocation can move through a state, department and implementing body before work happens locally. These are different responsibilities. A transfer does not by itself prove that a project was completed or that the full amount reached a contractor.
Trace a road project
Start with the scheme and sanction, then find the release order, implementing department, tender or work order and reported expenditure. Compare periods and units. A scheme-wide allocation may cover many locations rather than the one road you are checking.
